Yeah thats right... i'll be the guy to say it.
Why?
Because this is SUCH a silly request, I'm actually cracking up. I know the thread is over a year old..still.. Half of you people who did /sign shoot down GOOD suggestions with a /notsign and a bullshit excuse in other threads (like "oh no anet's time is special")...who's time would this requiest require? Can't possibly be the game developer's time...can it???? ....no..can't be.
All Hypocrites.

I didn't ask for something new. I asked for something current to have a functionality change. That would require a new NPC (ok, so there is something new) and some time/money from Anet. You may view it as a silly request, but that is just an opinion. People have asked for new armor many times, and most people would like more options for armor. This isn't new armor, but having existing skins for the festival hats become armor would allow more options. I even posted some of the uses I would take advantage of.
The argument saying it takes too much time from Anet isn't about them working on things for GW1. The argument of 'too much time/money' is used when the idea suggested isn't one people want. I'd be happy if they spent time/money on GW1, but not if they did it for things I wouldn't want.

I want FACE PAINT masks.
I want all of them to be face paints.
we can get a face paint santa and a turkey and a flower and some teath and some white ones.
Then we cna make them pretty colors..no we can't cause they are undyable.
So lets add runes! no you can not do that either.
So lets trade them - nope on account only
So tell me the point again?
Does anyone wear one of these hats all the time? I do! I wear the ice crown on my OBseen armor
I vote yes

No, it won't.
All that would rally be needed is just a way to replace the non-armored version of the item with an armored one. That's all.
That could be anything, from a single dialog line in an existing NPC, to a certain NPC that didn't do anything before in festivals (Like the sad dwarf)
Or a "Reinforce" option in armorers, much like the "Customize" blacksmiths have.
It could even work for newbie armor, making those armors maxed by paying the difference in materials and gold.
But the "Take old item, give new item" procedure it's one of the most basic ones in games. And they have done it before.
All that's left is having some time to create the reinforced versions, adding them to the game and adding a way to make the exchange/upgrade.

I would love for this to work, would love for the NPC to have all the festival hats from the 1st one to the most recent one. In that way me and my bro could just go out and vq on our paragon with jester hats/pumpkin crowns/freezie crowns. :P

Thank you Anet! Although it wasn't my idea, it serves the same purpose. The new costume spots in the inventory allow us to use the festival masks and get armor at the same time. I look forward to what else you provide via the costumes.

The idea that people who missed events or joined the game more recently shouldn't be able to get the hats is an incredibly bitter, spiteful, and stupid one.
